The CTI promotes the academic and professional recognition of the French engineering degree. Since the engineering profession is not regulated in France and there is no institution of chartered engineers, the CTI is the natural point of contact for foreign engineering bodies
The CTI and the French association of scientists and engineers IESF (former name CNISF) have signed co-operation and mutual recognition agreements with various institutions of chartered engineers in Canada, in order to promote and facilitate the professional mobility of engineers between the two countries. The agreements with Québec are part of the general framework of the intergovernmental agreement between France and Québec signed in October 2008, in Quebec City, by the French President N. Sarkozy and the Québec Premier J. Charest: an agreement designed to all regulated professions.
The CTI and the IESF signed a general agreement at the Canadian federal level and several specific agreements with professional organizations from Québec: Ordre des ingénieurs du Québec, Ordre des chimistes du Québec, Ordre des agronomes du Québec and Ordre des ingénieurs forestiers du Québec.
Engineers Canada/Ingénieurs Canada
The agreement between the CTI, the CNISF (which became IESF) and the Canadian Council of Professional Engineers (which became in 2007 Engineers Canada/Ingénieurs Canada). was initiated in 1999 and was signed in June 2006 and is available here. A specific guide with the procedure completes the agreement.
In February 2017, the CTI’s Vice-president, Elisabeth Lavigne, was invited to participate as an observer in an evaluation procedure of Engineers Canada in the framework of an exchange of good practice. It was the opportunity to compare the standards and criteria of both organizations. Both sides concluded that their procedures were overall quite similar; Engineers Canada looking more closely than the CTI to the course contents and safety issues.
Ordre des ingénieurs du Québec (OIQ)
In October 2008, the CTI and the French association Ingénieurs et Scientifiques de France (IESF) signed an agreement on the mutual recognition of professional qualifications with the Ordre des Ingénieurs du Québec (OIQ).
In 2012 and in 2020, the organizations signed amendments to the agreement, extending it to a larger number of French engineering qualifications. The list of French engineering degrees recognised by the OIQ was last updated in June 2022 and will be updated on an annual basis following the French decree on accredited engineering schools and relevant programmes.
Ordre des agronomes du Québec (OAQ) & Ordre des ingénieurs forestiers du Québec (OIFQ)
In June 2010, the CTI and the French association Ingénieurs et Scientifiques de France (IESF) signed an agreement with the OAQ which was completed in 2021 by a Regulation respecting the issuance of a permit by the Ordre des agronomes du Québec to give effect to the arrangement under the Entente between the Québec and France regarding mutual recognition of professional qualifications.
The same year, in 2010, the two French organizations signed an agreement with the OIFQ.
The press relase of 2010 gives an interesting background to these two agreements.
Ordre des chimistes du Québec
In November 2010, the CTI signed an agreement with the Ordre des Chimistes du Québec.
